You can leave the window wide open, lower the treatment and tilt it partly open for casual privacy while still seeing through, or tilt it all the way shut for full coverage. It is a range, not a setting.
The light switch. You want it open, or you want it closed, with no in between. A semi-opaque fabric filters light while it is closed but keeps you private, and when the shade is up, the window is completely exposed. Room-darkening versions of the same shade close down to block the light entirely and give you full privacy.
Neither one is better. They are answers to different questions. Bedrooms and media rooms often want the light switch. Living rooms, kitchens, and front-facing rooms almost always want the dimmer.
Shutters: Tilt the Louvers Up and Redirect the Light
This is the fastest fix for a street-facing room, and most homeowners have never been shown it.
Take a 3 1/2 inch or 4 1/2 inch louvered shutter and tilt the louvers upward instead of closing them down. The sightline from the sidewalk gets cut off, the daylight bounces off your ceiling and spreads through the room, and you keep some of your view out through the gaps. Sheer Shadings for Daytime Privacy Without Losing the View
If shutters are more architecture than you want, sheer shadings get you to the same place with fabric.
Nantucket and Silhouette suspend fabric vanes between two sheer facings. Tilt the vanes open and light filters through while the majority of the glare gets knocked down. People outside cannot see through the sheers, so you get daytime privacy with the view largely intact. At night, tilt the vanes shut for full coverage.
Pirouette is the one to look at if you like the look of a Roman shade but want tilt control. Open the vanes and the sheer lets light in while keeping you private. Close them, and it reads as a clean, tailored Roman shade that still filters light through the fabric. Two very different looks out of one shade.
